Military Frocking - In the United States military, flying is the practice of commissioned or non-commissioned officers selected for promotion wearing the rank insignia before the official date of promotion ("date of promotion"). An officer selected for promotion may be authorized to "step up" to the next grade.

The frock requirement is due to the fact that the number of people who can serve in a certain position is limited by federal law. Thus, although one may be selected for promotion and, for Sate-certified officers, they must wait for a (headquarters) position to be officially promoted.

Combat practices and policies vary across the military services, especially for enlisted members. A senior officer in the United States Army can request the authority to fire the soldiers of his command. In the United States Air Force, only lower-ranking officers and general officers usually wear dresses. The US Navy uses frocking more often than the Army and Air Force. An example of this is that all new senior officers of the United States Navy are commissioned on September 16 of each year, even though their official date of rank will be at a different time the following year.

The term fracking dates back to the Age of Sail, where communication between Navy departments and ships at sea could take months. News of an officer's promotion comes, usually by letter brought from another ship, and often with an order for the promoted officer to report to a new ship or station. The ship that brought the news often carried the officer to his new post. As the departing officer created a vacancy on the first ship, the captain would send a recommendation for promotion to one of the remaining officers, which would be returned to the Navy Department.

Since one of the insignia of rank was a coat, a newly promoted officer would hand his old coat to the officer behind him and recommend him for promotion. It can take several months for the captain's proposal to be returned to the Navy office, processed, formalized, and information returned. For the time being, the officer recommended for promotion will be given the privileges and authority of his "new" rank, but will not receive his pay, as it was unofficial. As this was unofficial, and as he was still wearing the coat of an outgoing and (officially) promoted officer, the officer proposed for promotion was considered "confused".

According to Department of Defense CART policy, there is no limit to the number of two-, three-, and four-star generals (or admirals) who can be tapped at any given time. However, the number of brigadier generals or rear admirals (lower half) is limited. Three- and four-star players falter significantly when headroom isn't available to promote them when they start their new career. Because of the close relationship between this title and the position held, and in accordance with 10 USC § 601, they are considered "a position of importance and responsibility". International, or other high-visibility positions requiring senior positions due to diplomatic authority, protocol or command.

Fracking rarely occurs when officials are selected for promotion to higher positions, but do not meet the promotion's start date. In order for fracking to happen in the Air Force, there must be extraordinary circumstances to justify holding a higher rank before the offer becomes effective. For example, in 2005, two US Air Force lieutenant colonels selected for promotion to colonel were made abbreviated (removed) colonels approximately six months prior to the effective date of the promotion due to the high nature of their duties.
